Tim Balcon joined CITB on 1 September 2021, bringing a
strong track record in developing skills, training and organisations.
Tim hails from a construction background and has extensive
experience in leading professional and membership bodies. His journey began in
a South Yorkshire mining town as an apprentice service engineer with British
Gas during the early 1980s, where he spent his early career.
As Chief Executive of the Energy and Utility Sector Skills
Council (EU Skills) he created the National Skills Academy for Power, securing
substantial funding from Ofgem to help the industry tackle the skills crisis.
Under his leadership, The Gas and Water National Training
Organisation’s turnover increased from £400,000 to over £7m in three years. As
Chief Executive of The Institute of Environmental Management and Assessment he
transformed its vision and performance, achieving year-on-year growth.
Tim also brings widespread knowledge of education and
skills. He sat on Ofqual’s board during a time of major education reform,
having previously served as a member of the UK Vocational Qualifications Reform
Board.
